The poorer billions on Earth contribute negligible amounts of pollution, admittedly because they do not have the means. The enormous bulk of the emissions are caused by the ‘developed’ section (a very small section) of society worldwide. And we are now saying that we must not stop those poorer billions from increasing their contribution to the problem?!
