“Joint Implementation (JI)” not jointly implemented- status of work & challenges ahead!!!
Article 6 of the Kyoto protocol includes provisions for Annex 1 Parties of the Protocol to trade project-based greenhouse gas emission reductions amongst themselves. This mechanism is known as Joint Implementation. The today’s UNFCCC session on Joint Implementation Supervisory Committee (JISC) explained its work programme and progress made so far. The JISC is responsible for supervising the operational aspects of the JI mechanism under the Track 2 (For more information refer http://unfccc.int/kyoto_protocol/mechanisms/joint_implementation/items/1674.php ). The Track 2 is operational in October 2006 and so far there were 15 applications and the whole procedure was revised 4 times, with a public call for 2 times since December 2008 but until now there was no positive progress made so far.
The JISC has met 5 times for the last one year and the present JISC is JISC 18. The Joint Implementation program of Activities (JPA) has opened for Program of Activities (PoA) submissions on December 1, 2009. Until now 35 Annex I countries have informed for designated focal points and 29 countries submitted proposals for JI project accreditation. The aim of being self-financing by 2010 is not materialised. The Annex I parties are urged to make early contributions. There is no relationship with the figures which were actually mentioned by the JISC and the comparisons (for budget and income of the JISC see the below table).

As of November 2009 200 project proposals covering 13 sectoral scopes have been submitted under the Track 2 representing 315 million metric tonnes of CO2 reductions in 2008-12 period. The JI has to cross critical hurdles to sustain and enhance momentum for JI to be successfully implemented and for successful building experience among the project participants
